Hipshot and Schaller make tuners for 11/16" holes. I don't know if thats what your after, I thought I would just put that out there.
I know how that goes, btw the schallers that Warmoth sells are for 11/16" holes and they are the smaller keys. But still around $20 each.

HI folks, Zombie thread, I know.
The link above takes me to a page with tuning machines for 17mm tuner holes. My handy Internet-based converter shows 11/16" to be ~17.4mm. So, 0.4mm difference doesn't seem to be terribly different...they will fit, but with some play possibly? I can't find anything in 11/16" for the Ibanez-type (small form factor) tuning machines, just Fender type. So questions:
-Anybody have experience using 17mm in a 11/16" hole? Is the difference negligible, or it's a problem?
-Anybody know of a source for 11/16" tuning machines, in the smaller form factor tuning machines (I.e. to fit Ibanez Roadstar)?

Don't have any direct recommendations for you (at least without seeing the originals), but I'd bet dollars to donuts that Ibanez has always used metric components. Are you sure of the measurements?
