That looks like it started as a fretted neck and then had the frets removed (with some sort of coating that's either CA or epoxy). If it's ebony, it isn't a Fender neck. Could be a Warmoth, or another aftermarket brand judging by where the fret board material ends at the head stock, but not sure. If it were an MIJ Fender, I would expect to see a serial number on the back of the neck by the heel.
