For me a giant Fearful cab sort of defeats the purpose of switching in the first place - small and light with big sound. If anything, I could see adding a 12sub to my current config, as a potentially huge rig that can still fit in the backseat of my Honda.
The normal options for this head (which is about 26" wide and about 80 lbs) are a 150 lb 8x10 (50" tall) or a 107 lb 4x12. Something like eight 6550s, as I recall. That's a 180-230 lb rig.
He automatically gets smaller and lighter with any of the fEARfuls <G>
a VBA 400 is about 26.5" wide (26.33") so there aren't many cabs other than 4x10's and some 2x12's, that it won't hang over the sides, but between the two that you asked about, with a 400 watt head, i'd go big (1515/66).
I'd use the 1515/66. Just because, well, why not? With a 400 watt tube head, subtlety is already not really a concern.
The 15/6tube is designed to accomodate large tube heads (26") turned on its side.

Neither. That head is going to hang over the sides of either of those cabinets.

+11515/66 is 24" wide. One inch hangover one each side is not so big of a deal--take a look at people who have racks that go a little wide.
If you really are concerned about a perfect match, you can go with two 15/6 Tubes, but the 1515/66 is the MOAC (mother-of-all-cabs).
