Improv options over a I7-bIII7 progression

It all depends on the context of the piece and the style. Do you have an example?

Let’s say A7 to C7. You could play Am pentatonic on both chords. The c gives a more bluesy sound over the A7. You could play both the c and the c# over the A7. You could play C mixolydian over both chords. You could also go octotonic or change scale every chord. But as said without a concrete example and context this becomes too theoretical
