Carol Kaye has a series of books called Electric Bass Lines that can be purchased from her website. I've gotten pretty good mileage out of the ones I have. They are thin, but cheap and cover alot of styles/genres.

To improve your skills, get a good teacher. To learn new riffs, transcribe them yourself from songs you like.

You are probably confusing it with the Hal Leonard Bass Electric Bass Method by Ed Friedland Which is indeed very popular and well-revered.
