When I'm interviewing recruiters to join my staff, one of the first questions I ask them is "what direction does water flow"?
Most times I get "south" as an answer... this tells me that the person answering the question does not think outside the box... I can't have folks who make assumptions on my team, I need folks who can think on their feet and be at least three to five steps ahead of any conversation...

BTW - the correct answer is down!

This was the problem. Yes indeed, it was a strike. Companies are paranoid about hiring over-qualified candidates because they know that any better opportunity will leave them in the lurch. Either that, or there were non-discriminatory quotas to meet for interviewing, and your case was a check mark.

It's a real bugger for folks that are unemployed; they need the gig and the company needs the person, but they won't generally give a lower-end gig to an over-qualified person.

over qualified can mean losts to different people....

i suggest the actual manager who she was going to work under was at the interview, some managers dont want sharp shooter upstarts under them, they just want a drone worker that isnt going to make them look bad....

these are the sort of things that go through their heads as they sit there asking question...
