Is this shielding problem common on basses?

I have a Fender player p bass. When I am not touching the strings or the knobs it buzzes and when I touch them It makes this little click sound and goes silent. I think this is a shielding issue, I had the same problem on my old yamaha bass too so my question is, how common is this problem and why aren't Fender basses shielded?
 
Yes, generally that's a sign that the bass needs better shielding (and/or the shielding that's there isn't grounded). Yes, it's very common. Why aren't all new basses shielded? Who knows. Cost savings, tradition, etc.
