Just volume, no tone?

I own a schecter stiletto elite 4 that has passive pickups but an active EQ, my question is can i take out/ bypass the tone controls and just run the volume? When i play i have the both tone controls rolled off so i dont need them...right?

If you have the tone controls rolled off then you need them. Without them, you'd have the tone all the way on all the time. Unless, you mean by "off" as being wide open.

The near equivalent for your bass as it is would be put the bass and treble at flat. (Center detent). Even then it will had a little bit extended bass and treble compared to preamp bypass and a little bit hotter output. Your current settings of both tones rolled off means your heavilly curtting both bass and treble.
