This weekend I picked up an Ampeg BA115v2 at a steal of a price and I'm quite happy so far. I still need to run it through its paces but I think this will be what I needed.

Double Bass Looking for a medium-small combo amp for electric and upright

The humble Traynor SB110 combo is doing very well for a lot of bassists; and at $399 new, it should suit your budget nicely. It's a 14" cube, around 20 lbs, and sounds great for both upright and electric.
The latest crop of Fender Rumbles are VERY light, bargain priced, and sound good with DB. I use the 2x10 combo and get a surprisingly natural sound. Of course they sound great with electric. Years ago when I was recording rock bands, the rumbles always recorded very well.
I hope that works out for you. I had seemingly unsolvable feedback issues whenever I used my 15 cab with upright. Picked up a pair of super12s and now I can easily get too loud without feedback.
The true test will be this Thursday when I go to my jazz class and use it in a real world setting. That being said, I did an unscientific test this morning. I put my bass on its stand in my 10x10 practice room and turned on the amp. It was located about three feet from the bass. I got it up to about 4 with no feedback, and light feedback began at around 4.5. At this level I could still mute it with my fingers. At 5 the feedback became uncontrollable, which I feel isn't too bad considering it was a 150 watt amp pointed straight at the bass a few feet away. I'm sure if the amp was a little further and/or pointed in another direction, it would have worked at higher volumes.
If your feedback problems are from the lower spectrum, get an fDeck HPF, it can tame a variety of feedback issues and it's a bargain.
I wondered if one of those may have solved my 15" associated feedback issues.
With the 15, I had pretty broad range of freqs with issues. A & D strings were a nightmare, while E would rattle dishes and G was nonexistent. Add a 112, and it got even worse. Take away the 15, and run a pair of mid loaded 12s, and with a subtle EQ adjustment on the fishman pre I got crazy volume. several times forgot to mute my bass during breaks, with loud house music, and no issues.
Hope the ampeg works out for you. I had one and proved the tone but ended up wanting more power and even lighter weight.
Ampeg has always worked well for me with upright. Their preamps on the combos seem to fit the instrument well, not inheritly boomy like some gk gear has been for me.. I currently use an AI Contra and add an ampeg cl112 cab when I need the power.

I don't anticipate power being an issue for now at least. Its about twice as loud as my previous amp and it has a DI for FOH at larger gigs.
