Mackie 808S mixer, which vocal effects to use?

if the effect is only going to be for vocals, then yeah, delay, and just a little, is what you want. if you have to use the same effect on guitars, drums and whatnot, then stick with reverb.
 
Reverb will just be lost in the echoes of the room. Some rooms have a bit of delay, especially narrow, long ones or ones with hard floors (like a gym).

+1 on the use of delay. The length and strength depend on the room. Sound check to see what works. Have someone sound check again when the room is full.
