Make a neck from a neck pocket?

This is just a hypothetical question: let's say you had a bass body completed by with all the routings done but for some reason you don't have a neck for it. It can be any reason: you didn't get one or it was broken.

How would you go about making a neck for a bass when the neck pocket was already done? I have seen some people here make a routing template for the pocket but not templates for the neck itself. How would you do this?

Measure the pocket to determine the dimensions of the figurative neck heel.

Make a form to fit the pocket, measure the distance from the pocket to the bridge position to determine scale and number of frets, layout taper pattern, build blank, rout truss rod channel, cut and slot fretboard, install rod, attach fretboard, cut neck taper, shape neck and fit to pocket.
