If it were me, I would go down the troubleshooting path:

• Location: Does it buzz only at one location (ie. At home), or everywhere?
• Orientation: Does the buzz get louder or quieter as you physically face the bass in different directions (ie. Move the bass from North to West)?
• Signal Path: Has the amplifier, cabinet, pedals, cables, etc. been verified to be without any issues?
• History: Has it always had a buzz? If not, then has anything changed on the bass or it's signal path?

These should get you pretty far with getting a general idea of what's going on.

I def promote the suggestion to use a process of elimination for external causes as a starting point.
- POWER SOURCE: may not be properly grounded. Try a power source in a different home or building (not a house next door bc it was probably wired the same way).
- GEAR: try different amps and cables that are known to be good. Keep in mind, different amps using a faulty power source may both replicate the problem.
If it's not external, then go through the instrument.
- WIRING: Check wires and solder joints for the output jack, pots with special attention to ground wires. Confirm bridge ground wire is secure at both ends. Make certain no wires/lugs/etc are touching each other. It's not uncommon to have a solder joint that is loose but due to wire stiffness it is laying down and appears to be connected, this is common for grounds on the back of pots. Set pickup heights correctly, not too close to your strings.
- COMPONENTS: Yes, you could have defective pots, jack, pickups, etc.
- SHIELDING: Def worth consideration. Note that the shielding paint and/or foil must touch each other to be fully effective, and should utilize a grounding lug.
