Garry Goodman and Jean Baudin both have 11 and 12 string basses each and Yves Carbonne has a 12 string bass made for him by luthier Jerzy Drozd.
Al Caldwell has a 11 string bass as well.

Tennessee makessome pretty high string count basses. I dont know much aboutthem but i have seen pics of them pop up now and again.
Modulus originally custom made the 18 string bass for Tom Petersson of Cheap Trick. When Tom did not want it, Allen Woody got it!
They are worse than garbage. More like scammers than luthiers. I remember a story (I thought it was from this site) about a guy who bought one and when it arrived the bridge was not bolted to the body in any way, it was just held on by the pressure applied by the strings (it had a tail piece similar to a trapeze where the stings went over the bridge and attached to a separate piece).
The Chapman Stick is an option. you might tempt the guy who says he needs more variety with a 4 string though. just an SX jazz or P... maybe putting something that drasticly different i his hands would inspire new sounds/styles from the hands. just a thought

i came close to buying one a few months ago the same exact model for like $300 so i did some research on tennessee first and found out some horrible things also because i have a 6 string bass and thats the most amount ive ever touched so i didnt bother
Well that doesn't sound good at all. BUT, the one in that link does have 15 strings. Thats still my answer to the OPs question.
