Neck finish bubble up

Howdy all!

I did a search but found nothing. I have a maple neck with pearl blocks and the finish is bubbling up over a couple of the blocks.

Anyone have any ideas on preventing this or repairing the few spots?

I could easily refinish the neck, but was looking at possibly just doing the few areas between frets. Any recommendations to keep the poly stuck to the blocks?

I know how I would deal with this as a cabinet maker, or refinishing a bass in general. But I was looking for those with experience in bass necks and getting the poly to adhere to the blocks.
