Neck Pup quieter than the Bridge pup.

I got my new bass a few days ago and apart from the action the only other issue is the neck pickup being mich quieter than the bridge pickup.

The neck is a seymour duncan strat hot rail and the bridge is a tele hot rail. I've raised the neck pickup and lowered the bridge pickup but I fell like it shouldn't be this way. I don't know.

I'm confused. Seymour Duncan does not make Hot Rails for basses. Exactly what bass do you have? In case you're referring to a geetar>
Generally speaking, a neck pickup will have less output because the strings resonate so much more in the neck position. It's a louder area of the instrument. It is common that one may have to adjust height to equalize volume. Is this a stock instrument? Or did someone change out the pickups? Because Seymour Duncan does make a neck and a bridge version of their hotrails. The bridge versions are hotter. A strat HR bridge is almost 17K, a tele bridge HR is about 15K. The neck versions of each are around 10K output. There are also Cool Rails and Vintage Rails which have less output.
