I need a pedal tuner that I can use on stage that can tune to 430 with silent option is there one out there? can anyone recommend

The Peterson is very good but expensive. If like me you just need a solid reliable tuner that's easy to read on stage, has mute and tuning calibration options and also happens to be amazingly cheap, take a look at the Ibanez LU20.

I'm a big fan of the boss TU-2, but I don't know if you can set it to 430. Their website should have the needed information to qualify or DQ it.

According to the website, the TU-2 can only be calibrated from 438 to 445. The Boss TU-15 can go all the way from 430 to 449, but it's a handheld tuner, not a pedal

Peterson Strobostomp. I believe it has that adjustment range.

i'm not 100% on the going to 430 thing... but i use the korg dt10 (i think..) and i think it's a great pedal, i'd definately choose it over the boss one.

just out of interest, why do you need to get down to 430?

I know it's expensive the Peterson Strobostomp II is awesome. Sweetened tunings, dropped tunings, the whole enchilada.
