Not too sure, definitely looks like some type of synth. But the guy says "Greg Hill on the science fair" at 2:10 so after some internet scouring, I found this

It's a synthesizer built from a Radio Shack kit, with the addition of a flexible lamp and an LDR (a resistor that responds to light) for the "expressive" sounds.
And to think, I was thinking it was some unmodded funky synth from the 70s or 80s that was already set up like that. Didn't even think for a moment that it was some junk Radioshack thing with a light and some extra circuitry attached! Thanks!
