Here's a very similar bass that just sold on aussie ebay - the make is Horugel, apparently. I dig the way it looks, but I know nothing else about them.

The tuners look right for the Japanese made basses I am thinking of, but I can't tell if the neck is made of plywood. Does it look like a bunch of pieces of wood glued together?
A few years back, I bought an EB-3 clone which had the Festival brand name. It also had the same inspection sticker and little else in terms of markings.
I found that the body was made of plywood, so at least that one was a lower-end cloner. Not sure on the neck.
