Need help replacing pickups/EQ on bass

Hello, i want to replace preamp and/or pickups (single hambucker, Musicman style) on my bass and i need some help. Here it goes: I just found my old/first bass in a garage and decided to bring it back to working condition. I got the wood and setup parts covered, but not electronics part.

Bass is kinda noname and cheap, but it is active. 2 pots dont work as they should and there is also some bad soldering and stuff, so i decided to replace. First of all i dont know if pickups are active or just preamp, here is what i know:
- there is a 9V battery in bass
- there are 4 pots/controllers
- there is a little preamp/EQ inside
- pots are 25Kohm and 30Kohm, this means pickups are active?
- bass is working in passive mode if i remove battery, although there is no active/passive switch.

I was looking at ARTEC SE3A EQ on ebay (looking for kinda cheap thing for now, might replace later when i have more $$). Would this fit my bass even if I have active pickups? Cause pots on ARTEC are most probably 250k and 500k.

Need those questions answered first, and then ill see if i will replace pickups also.

Any tips and answers are welcome. Also if you can recommend me some good pickup and eq/preamp for under 150$, please let me know, but it must be active as i already have a good passive fender jazz.

Thank you for your help guys!
