I just got a fretless and I love it. The only thing that is wrong is that the neck has some raised spots that cause extra buzzing. My first thought on how to fix it is to sand the neck down and refinish it. Any thoughts?

Yes, if I were in the same situation I would purchase the appropriate radius sanding block from Stewmac.com and sand it so it is all the same, then I would finish it off with some nice lemon oil.
