New Phat Hed pedal = wet blanket

I just received a used pd-7 pedal to add to the pd-7 I already have on my pedalboard. (Yes, I like it that much!) So upon testing, this new pedal sounds nothing like my tried and true pedal. It sounds like someone placed a wet blanket over my amp when i turn it on. Even when I crank the high eq knob all the way up, it's not nearly as bright as what I'm used to. Additionally, it seems not to push out as much dirt, though I suppose that could be a function of reduced high end.

So what gives? Anything immediately come to mind? Just a defective pedal (hence used)? Is it fixable? (Digital so I'm guessing not...)

I'm praying that the talkbass and/or Ibanez gods smile upon me.
 
On that power note, I just tried plugging it into a boss a/c adapter - no juice. However, said adapter works with the other pedal that sounds good... it does sound like a dead battery symptom... perhaps it's not drawing full power?
