New TC Electronics BG250 Low Volume

I just pulled the amp out of the box and plugged it in. Clipping light comes on at just over 3 with no audible volume below gain 3 and volume 3. Low volume between 3 and 5. Tone settings do affect tone, but not below stated 3 volume level. Is this normal for this amp? Everything else seems to work

I'm playing a Stingray Classic, but there's no active/passive switch on amp.
 
I recall reading somewhere that there was a reason that there's no Active/Passive pad. I can't recall what though. What a helpful statement that was, maybe someone else can explain.

I'd agree that it sounds broken though. Most people find that the BG250 is too loud past mark 3 on the master knob.

I saw there was a recall on the head, and wondered if they were going to recall the combo? conceivable that if the fasteners in question, inside the head, were loose, dropped or something it would or could cause a short or a bleed
