What's an 'action bass'?
The only thing I can think of is that Yamaha has a reputation of shipping from the factory with a nice set up
Or perhaps active versus passive, in which case the bass is passive.

Don't buy anything more if you can help yourself. It's more fun to surf gear than to practice. If you spend money on anything, spend it on lessons from a teacher.
That said, another suggestion along the metronome/drum loop/keyboard path is a Korg Pandora. I got a used px5d for around $100. It does drums, metronomes, and scads of other nice things for practicing, including taking a line input (e.g. from an iPod) and dropping out the bass.
