i just bought a vintage ampeg v-4. i have a peavey 4x10 cabinet and a peavey 1x15 cabinet, will this head push both of them at the same time? right now i have the 1x15, the 4x10 is at the band room. Also if you run both cabinets, does it split the signal, or does it put 100 watts into each cabinet?

Depends on what the cabs are rated at. You need to figure the impedance for the cabs first and make sure you have the amp matched to them.
The vintage V4 will do 2 ohms (look for a switch in the back) and if those are 4 ohm cabs, you will be fine. If those are 8 ohm cabs, switch it to 4 ohm and youll be fine.

Im not sure if ALL the 70's V4's had a switch for ohms, but mine did (76 model).

No, the 100W will be split between both cabinets. If both are the same impedance each will receive 50W.
