No longer able to upload pictures

I used to be able to upload pictures, but now nothing goes active when I place the cursor on the Attach Files section. Under the posting rules it says that I may post attachments. What gives? Is there a flag set somewhere that I need to change?

Also, when I post I can add text but that's about all I can do. All the font options, including bold, italics, and underline won't "take" when I try to use them. Ditto for smiley faces and other emoticons.

I'm confused.
