Not being allowed an Avatar

I can't get an avatar, when I go to select an avatar the "no avatar" stays on and I can't get it to go away. I'm trying to use the same avatar as the one i use on the MX tabs forums. Please help, please.

PS Also how do you edit your "Custom User Title?"
