I saw a funny one once: "Band looking for bass, drums, and vocals. If you can provide the practice space and PA that would be great."

This is a band??

The last act I was in before having to leave because of my cancer battle took 6-7 years to build and establish. It's a truckload of work to build one again.

Would prefer to join...at this point an established act but the odds are, I'll be building another band. Not opposed to either option but...building something that works and has commercial relevance, you sometimes wonder if you can, and after a period of time, there it is.

As with many things in music, it's who you know.

I'd say... it is as with many things in LIFE. Life is a big search for "friends" and "networking". It sucks, actually.
