Could I hook up a 8 ohm Ampeg 4X10 and and 16 ohm Ampeg 2X15 into a Ampeg SVT 350H that has 200 watts at 8ohms and 350 watts at 4ohms?

Say you have multiple cabinets of impedances (i1, i2 .. in).
Wired in series the impedances sum:
total impedance = i1 + i2 + ... + in
Wired in parallel the total impedance is the reciprocal of the sum of the reciprocals:
total impedance = 1 / (1/i1 + 1/i2 + ... + 1/in)

The formula to find the impedance of loads in parallel is: (R1*R2)/(R1+R2).
Therefore, an 8 and 16 ohm load in parallel is (8*16)/(8+16)= 5.33333333333333333333
You can use interpolation to find the approximate power output of your amp at 5.3333333333ohms.
mismatching ohms is okay generally with solid state head but don't do it with tubes...
