in a passive jazz what would cause volume to change when treble is rolled off

Assuming you're losing (significant) volume when rolling off treble, then either there is a problem with the wiring or a failed component. Likely either the cap is shorted or failing. Can you show us some photos? Have you done any tests or checked anything?
