Given the price you paid, you might easily afford to have a luthier repair the missing paint, giving an even feel up and down the neck. Mine would charge me $50 or so for the job, depending on the size and type of paint.
In the price bracket I meander in in makes no difference to me, neither way provides me the ability to play better, gets me a drummer with self control, a guit with self control, better paying gigs, or more self esteem.
I must be one of the few people who prefer a gloss/painted neck over satin.
Although I own more basses with satin necks due to them being more common.
Strangely, my 2010 MiM jazz has a glossy neck but I always thought that they were supposed to be satin-ish

I think you may be right, very possible....the person I bought it from I remember wore a number of rings. Sticks out in my head for some reason.
I'm watching to see if the worn spot gets bigger through my use, and it isn't - my body chemistry and wearing a wedding ring doesn't seem to do anything to the paint. Makes me wonder what happened here. There were what looked like salt deposits on the frets before I cleaned it up. ugh..made sure I cleaned it up as well as I could.
From what I can see underneath, there is a clear coat finish between the bare wood and the paint. did you notice a clear coat finish underneath when you removed the black paint?
Yup, as I said in my first post, the undercoat was about the perfect neck finish for me.
I prefer a matte finish. I used to think I preferred an oil finish. Then I bragged about how sweet the "oil finish" was on the neck of my Hammersmith and @MarkoYYZ had to correct me in that it is, in fact, a matte poly finish. Turns out I'm fine with either oil or matte poly. 
But gloss and paint? Not my favorite.

Never really much cared one way or the other about things like that. If I try out a bass, and like the way it plays and sounds, I usually just let things be.
But I seldom buy a fixer upper or something to mod anymore. These days I’m more interested in just playing bass than I am screwing around with my gear. I pretty much already know what I like, along with what works for me and how to get it. So most times I just try to buy what already is there rather than mess with it.
I still fool around with electronics and pedals and things. I’ll still happily try out anything I can get my hands on. And I do try to keep up on the current state of the art so to speak. I’m not a luddite when it comes to bass. But that’s more a fun hobby for me and something that I’ve come to see as a separate activity from actually playing.

I’m with you. I’ve never sold or refinished any bass I’ve owned. When I was done with them, I sold them.
I prefer a natural finish, but I can tolerate this 3-pc one on my LTD, since it's actually just stained with a clearcoat:

But, 'cause it's that time of the year, I'll answer them both.
1. Love or hate? Neither, really. I have basses with all kinds of finishes on their necks. They simply are what they are, and I just deal with each as best I can...
2. What would I do if the paint wore off? Nothing, probably - other than to make sure the bare naked wood didn't dry out. Which, here in the desert, is pretty likely...
But, 'cause it's that time of the year, I'll answer them both.

I prefer tung oil finish, and EBMM's tung oil and wax finish on the back of the neck.
Is this a real USA SUB, or the Indo-Chinese versions floating around now? I'm leaning towards it be a real USA one. If that's the case, and the finish was fine, I'd leave it alone.
Otherwise, if it's as messed up as you describe, refinish the neck's backside. All basses are meant to be played, not oogled at like it's a trophy wife. Heck, even trophy wifes are meant to be played if you get my drift.

I said leave it as is, but I do have to ask, does the paint flake off on your hands at all? If that's the case I would remove the paint because that would drive me nuts.

unless this starts to happen ie. paint comes off in flakes on my hands.... in which case I'll address it then. So far, none of the black paint seems to be coming off - have not seen the spot get any bigger since I bought the bass nor notice any paint on my hand after I play it.
