Peavey Foundation tuner(s)

Those tuners are original, the tuners for the Peavey Foundation have evolved over the years. Yes, it is possible to completely take a part the tuner without breaking it but not easy. I'm pretty sure the Peavey Fury used the same tuners as your model of Foundation (and Fury's are much easier to find than Foundations) but always double check before you buy.
The trick is with those open tuners is not to lose any washers or other parts, and to take note when unscrewing the peg from the backplate.
I have the exact same problem with my Peavey Milestone ii, there is an annoying rattle that I first thought was fret buzz, then I thought it was a nut problem... but finally I realized it was a sympathetic vibration rattling one of the tuner buttons.
How do you get the teflon tape in there? I assume you have to remove the tuner from the headstock, but do you also have to take the shaft out to wrap it? Or is there a way to sneak the tape in there without taking the whole tuner apart?

I emailed Peavey, waiting for a response to see if they're willing to send/sell me a new tuner. If not, I'll check out a set of those Ping tuners!
I couldn't figure out how to unscrew the peg from the backplate, even after I took the whole thing off the headstock - I couldn't find any screws that would take the peg out. That's OK though, I'm gonna see what happens with getting a new tuner(s).

By the way, do you guys have any idea whether Guitar Center has some kind of policy about fixing defective items for free within the first x days of buying/receiving them? Like a policy that would make them generous enough to fix the busted jack that came with my "good condition" Foundation? I couldn't find anything like that on their website, but maybe I missed something.
If I were you, unless Peavey is willing to send you a tuner for cheap, I'd just go ahead and get that set from that amazon marketplace store. That set usually retails for like 52 USD. That, or you can also buy the Fender Squier Classic Vibe tuners from various places -- for some odd reason, they're usually cheaper than the Pings.I emailed Peavey, waiting for a response to see if they're willing to send/sell me a new tuner. Yeah you're probably right. So you think the holes will line up then? Is it a standard size? I don't have a drill at my dorm to make new holes in the headstock, or any measuring tools to do the measurements myself before ordering... :/ I probably should, I know, but I've never been much of a tech or fix-it kinda guy haha
Before you buy the Pings or the Classic Vibe branded tuners, measure the diametre of your pegs (where you wrap the string around). The Ping/CV ferrules are 11/16" or 18 mm. The pegs themselves are 9/16" or 14 mm
Actually, here's the diagram from the Ping Website for the tuners in question. Might be a good idea to measure your Peaveys' screws and dimensions to make sure they align up (or even if they don't, so long as they cover the old holes) everything is in mm:

The shaft with the worm gear has to be separated from the back plate first, it should pop right out with a little bit of pressure. That's how the tuner below can be configured for the different head stock types shown, by removing the key shaft and re-installing it on the opposite side. But before taking anything apart, tighten all of the screws first and see if that solves your problem.

Haha it's funny that you just asked five minutes ago, because just about five minutes ago I ordered those tuners you recommended! I measured my tuners as best I could with a measuring tape, and the measurements looked pretty damn close. I was waiting to hear back from Peavey, but when they responded they said it would be $12 for one tuner. So I went with the Ping set instead, figured four for the same price was a better deal xDAny updates?

With a little luck, you won't even need to remove the tuner's ferrules (which can be the most potentially damaging thing. Some manufacturers glue them in (many like Fender/Squier don't, but you never know))
A few bits of advice for installing them:
1 - Try to use the same screws that are on your current machine heads (if they fit the Pings, of course). They'll be easier to re-screw in and even if you strip them, you still have a full set that comes with the Pings. If you go firmly, you won't strip them.
2 - If you don't already have one, I'd suggest to get a battery-operated, handheld screwdriver/drill, complete with bits. Black and Decker makes a set that's not expensive, and it has the necessary bits for both drilling new holes if you need them, or to take care of screwing in existing holes.
3 - If you do have to make new holes, whatever you do, don't try making them with a screw and screwdriver -- you're definitely going to strip the heads, and you might slip and accidentally scratch or gouge the headstock. Drill holes with a 1/16" bit. Mark off the bit the same length of the screws and stop just below that mark when you drill.
