I have $210 budget for a PA sofar. I'm looking at Invalid Link Removed Is this an ok one? I'm going to use it for vocals.

I wasnt getting it for the mic I was going to get it for the small show we are doing next week and I only have $200 
i have the phonic 740 PA package with the 1x15s, and it's a good solid PA, more than enough for practice.
shows? uhhhm. probably not. invest in a good set of speakers and you wont feel bad about going behringer for the power.

Seriously, You'll be throwing your money away with that, like everyone else has been saying.
You have the worst kind of scenario there. Some money, a pressing need and something that seems like a good deal.
For not much more You can buy a powered monitor with mic and line inputs, one that's a decent quality even. Later You can buy another one and a small mixer perhaps.
If You had more time, an old separates system would fit the bill nicely. For about twice the amount You have now, you should get a pair of 12" satelites, a small mixer, a rackmount amp and one or two mics.

You should buy one (!) powered monitor, paying around $250, you should get something from brands like Tapco or dB Tech or at least Samson or Peavey, loaded with 12" or 15" speakers and power of 150-200 watts. These are acceptable quality and you can use them for monitoring purposes later or sell them. Of course, with one of these boxes, you are NOT too loud, the band has to play smooth, and you can use it for vocals only (if used as a PA).

+1 A single powered monitor would probably work better right now and be useful long down the road:
- Right now, mic straight into the back
- Get another, chain 'em together
- Get a mixer for more inputs
- Get better mains, use as floor monitors
- Get better floor monitors, use in your practice space
Personally, I hated the Tapco Thump, liked the Samson DB300a, really liked Mackie 450's, and love my RCF ART's (way out of your price range).
I'd be tempted by a B-stock Behringer B212a if I were in your boat, but don't tell any of the gear snobs around here.
