With several pedal preamps enjoying so much popularity e.g. SanAmp, Darkglass etc are there simple one channel power amps built for bass players that use an outboard preamp?

Yes, a popular topic. The important part, generally speaking is making sure the pre amp's output is a good match for the power amp's input sensitivity. Some power amps have variable inputs while others do not.

It's kind of interesting we've never, IIRC, seen any of the bigger bass amp manufacturers release a small Class D power amp given most of them make preamps nowadays. Are most companies still using the same ICE modules for Class D power?
agedhorse have explained in one of these previous threads why it wouldn't be worth the R&D and the cost of certification process.
