Practice along with Spotify on PC

Here's what I'd like to do. I want to plug into my Windows 10 PC with my Scarlett interface and practice bass while I play Spotify. I've been trying to make something work for about 4 hours now and I just get awful latency or terrible static or both. Is anyone else able to do this on their PC? On Mac, it's plug and play with Garageband, but it seems basically impossible to do on PC.
 
Buy a cheap Behringer small mixer. Use Spotify on your phone. Also download AmazingSlowDowner app to your phone. You can import your Spotify lists to ASD. It will allow you to slow down a song without changing pitch. You can lower or raise pitch without affecting speed. You can create a loop to practice a part over and over until you nail it.

Best seven bucks you'll ever spend is on that app.
