Problems with Recording/Tascam/ Do audio interfaces function as sound cards?

I have been having troubles recording. I have a Tascam Us-428 and project5. When I hook my bass up the the tascam it says it is getting a singal on the tascam and in project 5. But when I play it sounds terrible. Playback is even worse. I am using a MIM Fender Jazz, but I mean this sounds REALLY bad

I am using a laptop. Do I need a sound card?

Would could some other problems be.
