Double Bass Purpose of neck strap on new case

I have a new Bobelock case, which I like a lot. But I have one mystery: The purpose of the strap that goes around the neck. What's that for? All I can think of is strangling the bass after it played out of tune at the last rehearsal, but that doesn't seem quite fair.

Not a critical issue, of course, but I'm just curious.
 
I don't have one of these fancy bags, just an old crummy one but it has something similar. I always use it as it just seems to confine things a little better. But I'm kind of a fanatic about always securing my gear - I guess it's a holdover from the backpacking days. You don't want to go down the trail with everything swinging and banging and shifting.

That strap? In the neck? I use it to drive the bass when the bass buggy is on.
I put my right arm around the neck and grab the strap with my right hand, and push the bass.
