Question about a luthier's work.

There is a local bass builder around my area that uses a metal joint between the headstock and neck of a bass. This piece of metal is right before the angle back on the headstock. Sadly I don't have any pictures, but I'm curious as to what this is for?

His instruments play very well and are crafted beautifully, but I've never seen such a feature on a bass, I was hoping that someone would have some theories as to what this is.

I believe that this is part of some sort of "tension free" neck design.
