You need to de wax and prep the area first, then an oil based paint should do well, or possibly a urethane.
Never done it on an instrument but, I spent some years working as a painter and one rule was to always recoat oil based with oil based. Latex won't stick.
What bass is it? Are you sure it's an oil finish?
Also, how about picking up a blank sticker in the size you want from a printshop and painting your logo on that? Easy to remove then.
I'm thinking if you paint onto your bass finish, it will be difficult to get a protective cover over the painted logo afterward that will be compatible with the finish...
