Double Bass Refin impact on price/value? 1940 Kay O-100B

I’m looking at a 1940 Kay O-100B. Looks like decent shape in online photos, no neck break.
But - pretty obvious refin because the pinstripe and center stripe are no longer there.
I’m not worried about resale, but at least in the vintage guitar world, a refin is a pretty serious ding on the (perceived) value. Asking price is ambitious IMHO on this one.
I’ve really liked the skinny neck on a couple early Kay’s I’ve played before and I’m halfway looking for a second bass to set up with different strings.
Thoughts?
