Put me down as the second exception. My current band is (and has been for over a year) gigging 1 to 2 times per month. Sometimes more, but usually not because I'm too busy with other things in my life to gig more than that.
We have been rehearsing once a week since the beginning, 2 years ago. We played one free gig after 3 months, then our first paid gig at the 6 month mark. We've had regular paying gigs ever since, and we still rehearse every week.
I think, for us, since we can only gig 1 - 2 times per month (mostly because of my schedule), we all enjoy rehearsing every week because it's a chance to play.
With all due respect, in your situation, your rehearsals are essentially unpaid gigs with no audience.
