Remove user avatars

Since the inception of animated GIF's for avatars, I chose the option to hide avatars, as shown in the screenshot.
However, I still see every avatar. I logged out, logged back in, still see avatars.
Cleared cache, tried another browser, still see avatars.
I use Google Chrome, the latest version on a Windows 10 Pro PC.
I tested on Internet Explorer.
On my Android phone using Chrome, I also still saw avatars there.
Am I doing something wrong?
Is there another place to change the settings for displaying avatars?

Ok, the setting to hide avatars should now be working. If not please let me know what style you're using and if you're on desktop/mobile.

As for animated gifs, it's a tough call for me. We switched to a more advanced image processor (Imagemagick) that does a better job of resizing and compressing images for us - but it also allows animaged gifs, and there's no toggle that I've found to turn off that ability.
