if the length is 30.5 inches from the nut to the bridge, is it short scale?

short scale question

I wouldn't usually say punchier, most have a lot more low end and not as much zing as something standard scale, all other things being equal. They're great if you need something with a pollowy tone that's really deep and fundamental. A shorty with flats can blow your mind sometimes.
Depends on the type of strings you use. They are usually boomier and have less sustain. I like them and own two.

if it helps, its a OLD string thru body (60's fender).. so should i string it lighter to reduce the tension on the neck, as well as the string ferrules in the body?

You shouldn't need to seek lighter strings since the shorter scale should take care of that. Use what you like unless you think the bass isn't quite up to par in the construction department and needs something lighter.
go to juststrings.com and look under specific manufacturers for shortscale strings, many manufacturers make them, some list the tension like D'Addario chromes. I use short scale chromes a lot on mine. Make sure you don't use long or medium scale strings for them, they won't wind on the pegs correctly and will probably be too light. They have different gauges of them also, like light, med. etc.
okay, just found out that is a 60's Fender Reissue. So we're good in that department.
next question:
Flats, Rounds, Grounds, what type of strings? i've heard flats on these basses are killer....
if so, recommend me the best brand of flats please....
I like Rob Allen's LaBella short scale strings, but you might want to remove the old string and measure the overall length. Some basses have a lot of excess winding and can utilize normal 34"s cale strings. Some don't have much excess length.
Chromes are flats, sound great on my '70 EB-3, they're a little brighter than your average flatwound. but then again I put flats on just about everything I own.
i have a short scale. put the same strings on a 34" and there will be more tension. short scales have less tension than long scales, i'm not saying it's always a bad thing, it's just a fact.
