Should Tuner Bushings Require Fitting?

I've got a Road Worn 60's Jazz bass neck and a set of Pure Vintage tuners. All the holes line up, which is nice, but the tuning holes on the neck are tad over 18mm and the bushings for the tuners are just under 20mm in diameter.

Any tips on how to fit these? It doesn't look like stewmac sells a peg-hole reamer for this size.

First, see if the existing bushings in the peghead fit the shafts on the new tuners. If they do, and they're the same finish (chrome, black, etc) you're done. If you need to adjust the existing holes, work slowly with sandpaper or a round file and check the fit frequently.
