I'm struggling to understand the rationale behind that one. I'd have expected a gross difference between the two necks like 4/5 string or fretted/fretless.

Is it the fingerboard/neck woods that make such a difference between necks, or the brand of strings ?

Can't speak for the owner....but recall he was seeking a dark tone and a bright one. I'd go for a bit more difference. Not sure you would hear much difference except in a solo environment.
 
Beautiful basses. That double-neck is something...wow. Here's my latest (our man, nostatic, can speak to the one which preceded it).

GREAT bass. Much more of an upright vibe live than in a studio setting, but it covers that ground well enough to discourage any interest in going down that road again. :D
