If see Fmaj and Gmaj i would assume it's in the key of C
Would your song make sense that way?
If not, I generally expect a bVII chord to be a dominant 7 chord (because that's what you'd get if alterd the usual F# down to F and kept the other tones in the key of G) so F mixolydian would be the scale I'd play*
* not that think in modes over chords...I just play chord tones and fill in the rest by ear/habit
