When i play a new fret its almost as if my bass is cutting my note short. It also makes a strange buzzing noise.

I seem to be a verb, an evolutionary process...
You should be in the "setup/repair" forum, but offhand it sounds like backbow - check neck relief. Perform a setup

I seem to be a verb, an evolutionary process...
so when you move from one fret to another.
There are several causes for this:
1) Not fretting hard enough
2) Fretting in teh wrong place
3) String action is too low
4) truss rod needs to be adjusted.
Lets ignore 3 and 4 for now.
When you fret the note, you want your finger behind the fret, not directly on top. Press the string down to the fingerboard a bit behind the fret. I usually have my fingers about 1/3 of the way from from the note.
To determine how much pressure you need, barely touch the string, and start playing repeated notes. as you play, push harder and harder until the buzzing stops. You'll need to use that much pressure pretty much anywhere on the neck.
