Personally I see no reason to keep the 25k volume pot. Just replace it with a 250k or 500k and wire it like this

I would like to keep the 25k Volume so that I can boost frequencies using the pre amp, while still balancing the output volume - so I'm not hitting the first pedal with an extra hot EQ'd signal. It doesn't balance between passive and active anyways, so there's no change there.

I noticed the 250k in the diagram has one pot leg that seems to go nowhere - can I assume this would be ground?

Yes, that is a Euro ground symbol.
