Stingray Preamp

Yesterday I snagged a 97 Stingray on craigslist I didnt have a chance to plug it in when I got it because the guy didnt have his amp at home, but when I got to mine I realized the preamp didn't work. I checked the battery and it's new also the preamp had some loose wires and I soldered them according to the diagram, the bass sounds but the output is very low and the controls do nothing. How could I diagnose the problem, or should it be easier to buy a new one?

Congrats on the low-dollar snag! at that price it wouldn't matter to me if it had a dead preamp.
Which preamp did this bass have? 3eq? 2eq?

In usual terms, when the musicman preamps go low output, that would mean the IC chip has gone bad. Usually folks just order a replacement preamp from EB (you'll have to trade the old one in). But some electronics savy folks can find replacement IC chips from electronics distributors. But the IC chip locations on the later preamps makes it very difficult to get to for replacement. You can call EB customer service, and they'd probably walk you through determining its a bad preamp.
In the pic below, the IC is the little black square box under the 2nd pot.

I have a 2002 Stingray I got off Craigslist for a steal as well and when I pull the battery out the bass goes passive with no tone control, so I'd take a look at the battery connection as well. Speaking of which, a passive Stingray sounds pretty good in its own right, and it fixes the issues of quiet G strings!

My 3 band in this so called "Passive mode" Was So low output it was unusable (on a unscientific level, with the same settings on my amp it was about 1/8th the volume of my passive cort) and sounded terrible.

I think it's very different for the 2 bands though, I believe they were designed to have a passive mode where they not?
