How is string spacing usually measured? Is it center-to-center on the strings, or the distance between the inside edges?

Also, what is the general "standard" spacing on a Fender-style 4-string bass?

Both ways are commonly used. A lot of people here do center to center measuring. I like 1.9mm at the bridge and 0.9 at the nut which I guess is pretty common if not the standard.

It's done both ways. And the stewmac nut ruler apparently does it somewhere in between the two. Here's a relevant thread, which is also linked to from the LC how-to thread.
