I can only hazard a guess...but,

this is funny because of the sequence in the Spinal Tap movie where Nigel shows off his guitar collection to Marty Di Bergi

so it's a play on that scene using Christopher Guests' character (Nigel) to imply that people like Bieber shouldn't be allowed to own a 59 Les Paul...they are not worthy

makes perfect sense to me...lol

I can't speak for Guest, but I doubt if he'd be amused by this.
His character, Nigel, didn't put any other players down in This Is Spinal Tap.

That's a really dumb one, but I'd say dumb is par for the course when it comes to memes -- the funny ones are the exceptions
